Abstract

The main objective is to introduce Nurse Practitioners in the field of health services in the Netherlands. The NP?s are meant to work in the primary and hospital care and can substitute several tasks of medical specialists and GP?s. So the main goals are substitution and upgrading of the nursing profession.

The government has accepted the development of this new profession/function in health care. There is discussion whether legislation has to be changed on behalf of the domain of this new function/profession.

Origins of health policy idea

The idea of nurse practitioners has been borrowed from international developments, especially in the UK. Next to this, it can be seen as the logical outcome of the professionalisation of the nursing profession. The issue is put on the agenda by the government in reaction on a local initiative.

Stakeholder positions

There is discussion with the representatives of the Medical Specialists and GP's about the position of the NP's.

Influences in policy making and legislation

The general policy is not to (over-)regulate the domains and qualifications of health professions.

Adoption and implementation

The adoption is dependent on the cooperation of the Medical Specialists and the GP's, the employers in health care and the insurance companies in order to finance this new function in the primary care.

Monitoring and evaluation

The policy development is consistent with the policy to differentiate and reallocate manpower in healthcare. About 50 NP's are working in practice at this moment.

Expected outcome

The educational capacity for NP's will increase further, the number of nurses with this qualification will increase. The success is dependent on the number of functions that has to be fulfilled by NP's in hospitals and the primary care.
