Abstract

At the opening of Parliament on 5 October 2004 the Prime Minister announced that the Government wished to table a new National Cancer Plan aimed at bringing the treatment of cancer in Denmark in line with the highest international standards. At the request of the Ministry of the Interior and Health, the National Board of Health drew up National Cancer Plan II that was published in June 2005. Funding for the plan has been coming in steps in late 2005 (funding for more radiation) and in 2006.

Stakeholder positions

The purpose of National Cancer Plan II is to strengthen cancer prevention efforts and to improve the foundation for providing Danish cancer patients with diagnosis and treatment pathways that are implemented early, are experienced as coherent by the patients, and are of a high international standard. The plan makes medical recommendations in a number of areas where efforts need to be strengthened. 
The recommendations have broad support from all stakeholders and sufficient funding has been forthcoming in 2005 and 2006. The biggest challeng is to train more personel.

Influences in policy making and legislation

There is no formal legislation about the cancer plan.  However, some of the funding is explicitly mandated in the annual national budget that is voted on in parliament.  All proposals to increase funding have passed.

An evaluation is planned.

Expected outcome

This is an important step to increase the quality of cancer treatment in Denmark and to provide much needed increased capacity.  Denmark has been behind the international development and by this plan is gradually catching up.
